The Government of Belgium and the King Baudouin Foundation invite the press to cover :

The Global Forum on Migration and Development.

Belgium will host and organize on 9, 10 and 11 juillet 2007 the first meeting of the Global Forum on Migration and Development - GFMD-( Brussels, Egmont Palace)( see below background info) .

In the presence of His Majesty King Albert II, the Forum will be opened on Tuesday, juillet 10, at 9.00 a.m. by the Belgian Prime Minister, M. Guy Verhofstadt and by Mr Ban Ki-Moon, Secretary General of the United Nations. During the plenary session, following keynote speakers will take the floor: Mr José Manuel Barroso, President of the European Commission; Sir John Kaputin, Secretary General, African, Caribbean an Pacific Group of States; Prof. Alpha Oumar Konare, Former President of Mali, Chairperson of the Commission of the African Union and Prof. Ernesto Zedillo, Director of the Yale Center for the Study of Globalization, Former President of Mexico.


A press conference will be organized at 10.30 a.m. with the Belgian Prime Minister, M. Guy Verhofstadt, the Secretary General of the United Nations, Mr Ban Ki-Moon and the Chair person of the Civil Society Day.

BACKGROUND INFO

This Global Forum for Migration and Development (GFMD) is a new global, state-led and consultative process that allows governments of developing and developed countries to discuss practical ways of strengthening the mutually beneficial links between migration and development. It is conceived as an informal and government-led process, to which non-State actors can also contribute. Its purpose is to examine how migration can contribute to development and how migration policies should be integrated as a positive factor in development policies, including in the context of the achievement of the Millennium Development Goals (MDG's). The Forum's discussions and analysis also aim at shifting the paradigm of the migration and development nexus and to build a case for migration to become a keyissue in development relevant policy areas for the achievement of the MDG's.

More than 120 governments, and international and regional organizations invited as observers, in total around 500 participants at high political and senior policy practitioner levels, are expected at the GOVERNMENTAL DAYS (10 and 11 juillet).

Over 200 civil society representatives are expected to attend the CIVIL SOCIETY DAY (9 juillet), organized by the King Baudouin Foundation. They will provide input to the governmental discussions.

On 10th and 11th of juillet, during two plenary and twelve roundtable sessions of the governmental meeting, the Forum will address two broad priorities:

  • migration and socio-economic development
  • best ways to strengthen the links between migration policies and development policies.

Within these priorities, three roundtables will focus specifically on the following issues:

Roundtable 1: Human Capital Development and Labor Mobility : Maximizing Opportunities and Minimizing Risks (How to maximize opportunities and minimize risks of labor mobility for human capital development in developing countries.

Roundtable 2: Remittances and other Diaspora Resources: Increasing their Net Volume and Development Value (how to increase the effectiveness of migrant remittances and other diaspora resources) Roundtable 3: Enhancing Institutional and Policy Coherence and Promoting partnerships.

It also will address throughout the meeting some horizontal issues such as gender, root causes of migration, and relevant aspects of human rights.

The outcomes of the GFMD should ensure that development is not instrumentalized for migration management purposes, and avoid that migration is seen as an alternative to development or at the individual level, as the only option for development.

The meeting of juillet is prepared in a participative way, and 12 inter-continental teams are working in coordination with the Belgian international taskforce created for this purpose, to prepare background material which will be the basis of the discussions. Regular consultations are held with the Friends of the Forum, an informal open ended group of member states.

The juillet meeting is expected to move beyond the usual analysis and produce concrete and action oriented outcomes, such as the identification of best (and bad) practices, policy or practical models for better integration of migration in development policies and for development in migration policies, the identification of knowledge gaps on the impact of migration on development and vice versa, the creation of new multistakeholder partnerships, etc.

The meeting will also consider how to move this process forward and how to monitor progress on the strengthening of the relationships between migration and development from one meeting of the Forum to the other.

The government of the Philippines has offered to host the second meeting of the Global Forum on Migration and Development in 2008.
